The Central Organisation Database (COD) keeps information related to public organisations, such as local and national authorities, and private companies and contractors, involved with the SafeSeaNet Ecosystem.
The initial purpose of the Central Organisation Database (COD) was to serve as the Shore-based Traffic Monitoring Infrastructure Database (STMID) which is meant to simplify and facilitate sharing of information regarding the authorities and coastal stations which have been designated by Member States in accordance with Article 22 of Directive 2002/59/EC.
The information included in the COD was collected via questionnaires submitted during a survey of Member States resources and capabilities which was carried out in 2006 and updated in 2013.
The general aims of COD are to:
- provide EMSA and Member States (MS) with an overview of authorities and coastal stations designated by MS in accordance with Article 22 of Directive 2002/59/EC and with the requirements of the SafeSeaNet system;
- assist MS in the collection of the required information on the authorities and coastal stations;
- centralise the information in COD to enable access by authorised parties and eventually by the public.
- serve as a reference repository of organisations for configuring user accounts of EMSA applications (each user belongs to an organisation from COD).
COD is accessible via EMSA Maritime Applications portal to authorised users of MSs with read and write access to register and update their authorities.

The details of the STMID authorities registered in the COD under STMID can be also displayed in the SafeSeaNet Ecosystem GUI (SEG) by activating the dedicated layer called “Organizations.” In this way, a SEG user can display organisations and their responsibilities (e.g. NCA 24/7, Place of Refuge, Hazmat notification, etc.), or search for them using their names.

By clicking on the specific icon the SEG user can get the detailed data of the selected organisation. Figure 3 presents an example with the coordinates of the MRCC Lisbon and its area of responsibility:

In addition to the access provided to authorised users of SEG, the contact details of the competent authorities with responsibilities related to responding to ships in need of assistance (MAS/MRCC/PoR) are publicly available as a separate consolidated list through the EMSA website dealing with the places of refuge.
