2025: Sustainability and technical assistance

For the first time in 2025, shipping companies had to submit fleet emissions through THETIS-MRV under the extension of the EU ETS to maritime. 2025 was also the first monitoring year under the FuelEU Maritime Regulation.

As well as developing the technical solutions for submissions of fleet emissions and monitoring plans, EMSA provided webinars, tutorials, guidance, and a helpdesk facility to fully support the industry through the changes.

And in 2025, together with the European Environment Agency, we delivered the European Maritime Transport Environmental Report; an important reference for policymakers, industry, and civil society on the environmental footprint of maritime transport in the EU.

Throughout 2025, our technical work in support of maritime sustainability and greener shipping continued. We maintained and developed our pollution response toolbox, as well as taking the first steps towards futureproofing it, taking into account emerging risks and the green tradition of shipping.

Throughout 2025, we carried out 37 visits and inspections. We supported the European Commission and Member States at IMO level on the review of the STCW Convention and Code and continued to work with neighbourhood countries in the Mediterranean, in the Black and Caspian Sea areas, and with accession countries.
