Hands-on training session for Libyan Port State Control Officers

Within the context of SAFEMED V project and in cooperation with the Spanish Maritime Administration and the Capitanía Marítima of Algeciras, EMSA organized a hands-on training session on inspection technique for Libyan Port State Control Officers which took place in Algeciras, Spain, from 11 to 13 November 2024.

Port State Control (PSC) is the inspection of foreign flagged vessel to ensure compliance with the international standards for safety, pollution prevention and response, and labour conditions on board vessels.

The training session provided the four Libyan Port State Control Officers with the opportunity to observe PSC inspections carried out by Spanish inspectors and discuss the outcome in de-briefing held after each inspection.  

The three PSC inspections were conducted in accordance with the Paris MoU procedures on board different ship’s types (Container Vessel – initial inspection, Offshore Supply Vessel – more detailed inspection, Bulk Carrier – expanded inspection). They provided the Libyan inspectors on training with a practical insight on technicalities of the inspection and on the added value of applying well-defined and standardised procedures.
