The course was conducted from 19 to 29 August 2024 over 8 days in a synchronous online modality and aimed at increasing the understanding of the staff of the Libyan maritime administration on the systematics on international conventions dealing with maritime safety, the protection of the environment, and the protection of seafarers working on board ships, as well as the implementation of such conventions.

Special focus was given to the major IMO conventions – SOLAS, MARPOL, and STCW – as well as the ILO MLC convention. Relevant rights and obligations of Contacting Governments were discussed with a focus on survey, inspection, auditing, and supervision of third parties. The participants learnt about the interrelation between the different legal instruments and the role of mandatory and non-mandatory instruments under the conventions.
