THETIS Med training Morocco

At the request of the Moroccan maritime administration, two EMSA trainers carried out face-to-face training on THETIS-Med, the Mediterranean Memorandum of Understanding on Port State Control (Med MoU) inspection database. The training was conducted over two days at the Direction de la Marine Marchande (DMM) Casablanca HQ and was attended by 22 participants from different regional offices of the DMM.

THETIS-Med, a clone of the THETIS inspection environment used in the Paris MoU region, is a web-based system used to enhance the targeting of ships for inspection by the Med MoU signatories, simplify the reporting process, and align the procedures and modus operandi with those of the Paris MoU, thus enhancing potential cooperation on ensuring international safety standards in shipping. As of 1 December 2021, is the sole supporting the PSC regime in the Mediterranean Region with EMSA acting as its manager.

After an introductory module on the background of THETIS-Med and its different user roles, practical sessions demonstrated the use of the system’s graphical interface for managing port calls, selecting ships for inspection, allocating inspectors and reporting on the inspection. This comprehensive walkthrough highlighted potential pitfalls and covered more complex scenarios, such as ship detention and refusal of access, in particular. The specifics of using the system’s Mobile Client were also explained. A separate session was held on modules concerning the tasks of the national administrator and the use of BI tools (Jasper).

A very warm welcome and full assistance was extended to the EMSA trainers by the DMM, contributing to the action’s success.
