What is the Responsibility to Share principle and how does it apply to CISE?

The “Responsibility to Share” principle (RTS) is based on the idea that stakeholders take the responsibility to voluntarily share any information they deem useful for any one or more stakeholders of the CISE Network. Through the implementation of this principle the overall performance of all authorities responsible for maritime surveillance will improve. By increasing information sharing, a more complete overall maritime picture can be drawn up, leading to more effective preventive and protective measures being implemented as well as creating a sense of joint responsibility. 

To foster and promote the RTS principle, stakeholders connected to CISE will undergo voluntary, periodic reviews to measure the information they exchange within their Nodes. This will provide an overview of the activity of the CISE Network and will help to identify if further improvements are required.
