On 8 December 2025, EMSA hosts the first European Maritime Safety Conference at our headquarters in Lisbon. The event, which will be streamed online, brings together policymakers at EU and international level, representatives of national administrations, industry, regulators, and academia for an in-depth discussion focusing on some of the most important safety challenges and opportunities for the maritime sector in the EU, both now and in the years to come.
The conference programme has been designed to be interactive and dynamic and aims to encourage interactive discussions among participants through panel debates, each covering four key topics related to a specific session.
Presentation of the European Maritime Safety Report
A key highlight of the conference will be the presentation of the second edition of the European Maritime Safety Report, the most comprehensive overview of maritime safety in the European Union. Produced by EMSA, the report brings together up-to-date facts, information, and data – including from EMSA’s own databases – bringing together a set of key technical data related to the safety of ships and their operation in the EU.
Conference highlightsKey insights from the European Maritime Safety Report: a deep dive into the report’s findings, key data, and analysis of a wide range of maritime safety topics, as well as an in-depth analysis of specific technical areas. Charting the course of the EU maritime sector: safety first: Our safety philosophy is a key element of our EU maritime sector, which encompasses nearly a third of the world’s fleet by GT. In this panel, policymakers and industry representatives discuss our most pressing safety challenges today, and the role of issues like digitalisation and innovation in the evolution of maritime safety in the EU. Passenger ship safety - a European challenge: Through ownership and flag, EU Member States control approximately 30% of the world’s passenger ships, and around 400 million passengers embark and disembark through EU ports each year. This session engages the cruise sector, ferry lines, and administration to debate the most pressing issues in passenger ship safety today. Navigating change: future technology, future safety: The EU’s ambitious maritime decarbonisation targets are being implemented against a backdrop of profound technological change. In this session, representatives of industry, regulators, and policymakers come together to explore the practical safety implications of the sustainable and technological shift within the maritime sector. A human-centred safety culture for Europe: The session brings together voices from trade unions, investigators, and policymaking, together with a psychologist specialised in maritime accidents to engage with some of the key issues around current and emerging maritime safety risks. |
