Supporting the drafting of national procedures for IPA II

During the initial implementation period, Albania and Montenegro were supported to prepare their Maritime Strategy according the III Code. The Maritime Strategy supports the States to discharge the international obligations and responsibilities as a flag, port and coastal State by identifying tasks and responsibilities of the Governmental Authorities involved and establishing a methodology to monitor and assess the effective implementation and enforcement of relevant international  instruments.  

Drafting maritime strategies for Albania and Montenegro is still ongoing.  The work will continue and the final text of two Strategies should be agreed between EMSA as implementing body and the focal points in the Beneficiaries.  

In addition to that Albania was supported in drafting implementing procedures to: “Define the satisfaction of the administration” when so required by the international conventions, and “Monitor the performance of the fleet”.

Montenegro was supported in drafting implementing procedures to: “Define the satisfaction of the administration” when so required by the international conventions, “Monitor the performance of the fleet”, and “Monitor the performance of the Recognised Organisations”.
