Maritime transport exerts pressures on the environment, through, among others, greenhouse gas emissions. The European Maritime Transport Environment Report, produced by EMSA and the European Environment Agency, shows that the maritime transport sector produces 13.5% of all greenhouse gas emissions from transport in the EU; slightly behind aviation and well behind road transport.

The entry into force of Regulation (EU) No 2015/757 (the MRV Regulation) was an important first step towards decarbonisation of the maritime transport sector. The MRV Regulation established rules for the EU system where shipping companies report, and where verifiers acknowledge, the reported amounts of CO2 emissions and other relevant information from large ships (more than 5000 GT) calling at EU and EEA ports. The system covers CO2 emissions from ships underway and at berth and takes in other related information like energy-efficiency, distance travelled, time spent at sea, and cargo carried.

THETIS-MRV was created to support the implementation of the Regulation, supporting verifiers on the issuance of the Document of Compliance, and supporting flag states with a platform for consultation of emission reports. It allows all relevant parties to fulfil their obligations in a centralized and harmonised way.

Emissions reporting data in THETIS-MRV is publicly available and can be accessed here. In addition, each year, the Directorate-General for Climate Action (DG CLIMA) in the European Commission produces an annual report on the overall CO2 emissions and energy efficiency information of the monitored fleet, which can be found here.
