EMSA training programme for EU/EEA countries is defined by the “Consultative Network on Technical Assistance” (CNTA), which meets once per year - normally in July- in Lisbon under Agency’s chairmanship. Here EU/EEA Member States have the possibility to discuss their training needs and priorities on the basis of a list of possible topics proposed by EMSA and national administrations. Therefore, should national administrations feel the need for technical assistance in a specific area related to EU maritime legislation, they should request their CNTA focal point to bring the issue to the attention of EMSA and CNTA. The annual training programme is based on the preferences indicated by the CNTA’s focal points and is usually agreed by consensus.
The EMSA’s training programme normally focuses on new directives and regulations- in preparation of their transposition- or on areas on which there have been significant international developments or changes of practice. The programme may include traditional trainings or “best practices” events to promote the sharing of experience among Member States.
The programme of technical assistance activities for candidate and potential candidate countries is drafted by EMSA in a similar fashion taking into account needs and priorities of each beneficiary country, although the process is mainly carried out by e-mail.
