Encrypting and decrypting messages

Returning back to the CISE model, the EncryptedEntityPayload is a special entity extension of the Message class:

In the CISE node, the encryption is responsibility of the CISE servers. The actual CISE network is using encrypted payloads.

of the CoreEntityPayload must be valued to true in a constant way:
