Training on the Human Element (MLC and STCW) for Enlargement countries

The training was organised within the framework of the EU financed project ‘Preparatory measures for the participation of Enlargement countries in EMSA’s work’ and delivered at EMSA premises in Lisbon from 8 to 10 July 2019.

The overall objective of the training session was to provide further knowledge about the International Conventions related to the Maritime Human Element, integrating relevant content of IMO's International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) and Code, and ILO’s Maritime Labour Convention, 2006 (MLC). The target group was officers with existing experience in the implementation.

Participants from Albania, Montenegro, Bosnia and Herzegovina and Turkey came from relevant administrations dealing with the implementation of the legislation and took active part in this advanced training, which included a high number of case studies. Two officers from the European Commission and one from Norway joined the training as well, contributing to the sharing of experience within the group. The training session provided a good opportunity to further investigate those provisions which may create difficulties to administrations when implementing them.
