In-country Training on MLC, 2006 for Flag State inspectors

In-country Training on MLC, 2006 for Flag State inspectors took place on 23 - 24 October 2018 in Batumi, Georgia. The event was organised by EMSA under the Human Element Component of the Black and Caspian Sea Regions Project. 15 participants from the Maritime Transport Agency of Georgia attended the event.

On the first day of the Training participants received a thorough overview of the key elements of the Maritime Labour Convention, 2006 following its structure and giving understanding on seafarers’ fundamental rights. The Convention establishes an enforcement and compliance system based on inspection and certification of labour and social conditions for seafarers, which is carried out by the authorities of the State of the flag flown by the ship concerned. This inspection is complemented by inspection which is carried out by the authorities in ports of other States visited by the ship, to ensure compliance with the requirements of the Convention (port State control).

The second day was dedicated to a simulated inspection for Flag State Inspectors covering all relevant aspects of the inspection process – preparation, checking the seafarers’ related documents, inspecting the living and working conditions. The principles for more detailed inspection under MLC 2006, detentions and rectification action plans and how to deal with on-shore complaints were also presented and discussed.IMG 0748 resised
