Major oil pollution incidents such as the Erika in France or the Prestige in Spain, have shown that international cooperation is essential and that incidents are so complex and large-scale that the response demands a high level of skills, equipment and coordination. This is also true for the response to major incidents of hazardous and noxious substances (HNS). International cooperation, training and information exchange is therefore needed to tackle these large scale pollution incidents. This can be facilitated through the EMSA Marine Pollution Expert Exchange Programme (EMPOLLEX).
National experts from participating States are given the opportunity to travel to other countries, in order to gain or share professional experience. During the exchange, the experts can:
The experts may also take part in workshops and seminars in participating States and/or attend exercises organised by the participating State as long as this is only a part of the exchange. EU funded activities (e.g. training sessions, exercises) are not in the scope of the programme.
To promote exchange of best practice between Participating States (Member States, Candidate Countries and Norway & Iceland)
To enhance contacts, networks & cooperation between participating States in the field of marine pollution with a view to improve national preparedness & capabilities for response.

Any personal data provided by the Applicant shall be processed pursuant to Regulation (EC) No 45/2001 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movements of such data. It shall be processed solely for the purposes of the exchange of experts within the framework of the EMPOLLEX Programme. The Applicant shall have the right of access to his/her personal data and the right to rectify any such data that is inaccurate or incomplete.
