Port State Control harmonised training scheme

The successful implementation of the Port State Control Regime largely depends upon the harmonised approach to the effective enforcement of the international standards by Member States in respect of ships sailing in the waters under their jurisdiction and using their ports should avoid distortions of competition. EMSA provides the necessary support to ensure the convergent and effective implementation of the port State control system. EMSA in particular developed and implements a harmonised Union scheme for the training and assessment of competences of port State control inspectors by Member States.

Inspectors receive appropriate training to maintain and improve their competence in the conduct of inspections ensuring that their competence is in compliance with the minimum criteria referred to in Annex XI of Directive 2009/16/EC.

The harmonised Union scheme for the training and assessment of competences of port State control inspectors by Member States implemented through periodic seminars, developed and hosted by EMSA which are performed four to five times a year and each lasts for five working days.

The scheme is complemented through the use of dedicated eLearning modules developed by EMSA which are available in MaKCs, seminars developed by the Paris MoU Secretariat and national trainings.
